&lt;p&gt;&lt;span id="result_box" class="medium_text"&gt;&lt;span&gt;Someone  who develop TB disease will lose work time three to four months. &lt;/span&gt;&lt;span&gt;This is equivalent to 20 to 30 percent decline in  annual family income.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;
&lt;p&gt;&lt;span id="result_box" class="long_text"&gt;&lt;span&gt;expected  to governments, community organizations and community leaders to be  able to convey information about TB to the broader community. &lt;/span&gt;&lt;span style="background-color:#ffffff;"&gt;This needs to be  handled from the beginning both of socialization in the family, until  the general community to jointly combat tuberculosis.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;
&lt;p&gt;&lt;span id="result_box" class="long_text"&gt;&lt;span&gt;Long-term  goal is to lower TBC morbidity and mortality of TB disease by breaking  the chain of transmission, so that tuberculosis is no longer a public  health problem of Indonesia. &lt;/span&gt;&lt;span&gt;While  short-term objectives are: 1) the achievement of cure rate of at least  85% of all new smear positive patients were found, and 2) achieving  coverage of case detection gradually so that in the year 2005 can reach  70% of all estimated new smear positive patients.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span id="result_box" class="long_text"&gt;&lt;span&gt;Population  growth in Indonesia TB disease is caused by the worsening  socio-economic conditions in Indonesia, ineffective public health  service facilities, the increasing number of people who do not have a  place to stay and the epidemic of HIV infection. &lt;/span&gt;&lt;span&gt;It also must have a major impact from a weak body resistance /  decreased, the virulence and the number of germs that plays an important  role in the occurrence of TB infection.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;
&lt;p&gt;&lt;strong&gt;&lt;span id="result_box" class="short_text"&gt;&lt;span&gt;Causes  of TB Disease&lt;/span&gt;&lt;/span&gt;&lt;/strong&gt;&lt;/p&gt;
&lt;p&gt;&lt;span id="result_box" class="long_text"&gt;&lt;span style="background-color:#ffffff;"&gt;TB disease is caused by bacteria  Mikobakterium tuberculosis, rod-shaped bacteria and is resistant to  acids also known as Acid Resistant Trunk (BTA). &lt;/span&gt;&lt;span&gt;Type of bacteria was first discovered by a man named Robert  Koch on March 24, 1882, To the memory of his services was given the name  of the bacterium bacillus Koch. &lt;/span&gt;&lt;span&gt;Even  TBCpada lung disease was also known as Koch Pulmonum (KP).&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;
&lt;p&gt;&lt;strong&gt;&lt;span id="result_box" class="short_text"&gt;&lt;span&gt;Symptoms  of TB Disease&lt;/span&gt;&lt;/span&gt;&lt;/strong&gt;&lt;/p&gt;

Victims of sexual violence, for example due to being raped by HIV patients.&lt;br /&gt; &amp;nbsp;&amp;nbsp;&amp;nbsp;6. Having other sexually transmitted diseases such as herpes, chlamydia, gonorrhea, Trichomoniasis, or &lt;span&gt;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&lt;/span&gt;&lt;/p&gt;

&lt;p class="MsoNoSpacing"&gt;To prevent the spread of HIV, we should follow the following steps:&lt;/p&gt;

&lt;p class="MsoNoSpacing" style="margin-left:0.5in;text-indent:-0.25in;"&gt;&lt;span&gt;&lt;span&gt;1.&lt;span style="font:7pt &amp;#39;Times New Roman&amp;#39;;"&gt;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp; &lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;span class="longtext"&gt;&lt;span style="background:none repeat scroll 0% 0% white;"&gt;Remain faithful to a partner, do not have multiple sexual partners.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;
&lt;p class="MsoNoSpacing" style="margin-left:0.5in;text-indent:-0.25in;"&gt;&lt;span class="longtext"&gt;&lt;span&gt;&lt;span&gt;2.&lt;span style="font:7pt &amp;#39;Times New Roman&amp;#39;;"&gt;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp; &lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;span class="longtext"&gt;&lt;span style="background:none repeat scroll 0% 0% white;"&gt;Preventing HIV transmission from mother to child. &lt;/span&gt;&lt;span&gt;HIV is transmitted mother to child occurs during pregnancy, childbirth, and breastfeeding. &lt;/span&gt;&lt;span&gt;If a pregnant woman infected with HIV get early antiviral treatment and regularly during her pregnancy, the possibility of transmission of HIV in babies conceived would be reduced drastically. &lt;/span&gt;&lt;span&gt;Not all infants born to HIV positive mothers will be infected with HIV as well. &lt;/span&gt;&lt;span&gt;If 100 HIV-infected mothers each gave birth to one baby, on average, 30 babies will be infected with HIV. &lt;/span&gt;&lt;span&gt;Average virus will be transmitted in five &lt;span&gt;&amp;nbsp;&amp;nbsp;&amp;nbsp;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;
&lt;p class="MsoNoSpacing" style="margin-left:31.5pt;"&gt;&lt;span class="longtext"&gt;&lt;span style="background:none repeat scroll 0% 0% white;"&gt;&lt;span&gt;&amp;nbsp; &lt;/span&gt;babies during pregnancy, another 15 at the time of delivery, and 10 babies through *** &lt;span&gt;&amp;nbsp;&amp;nbsp;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;
&lt;p class="MsoNoSpacing" style="margin-left:0.5in;"&gt;&lt;span class="longtext"&gt;&lt;span style="background:none repeat scroll 0% 0% white;"&gt;&lt;span&gt;&amp;nbsp;&lt;/span&gt;milk. &lt;/span&gt;&lt;span&gt;Therefore, it is very important for every pregnant woman to determine whether she is &lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p class="MsoNoSpacing" style="margin-left:0.5in;"&gt;&lt;span class="longtext"&gt;&lt;span style="background:none repeat scroll 0% 0% white;"&gt;Furthermore, individual counseling on how to notice and take care of themselves and others, &lt;span&gt;&amp;nbsp;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;strong&gt;&lt;span style="text-decoration:underline;"&gt;Background information&lt;/span&gt;&lt;/strong&gt;&lt;strong&gt;&lt;span style="text-decoration:underline;"&gt;&lt;br /&gt; &lt;br /&gt; &lt;/span&gt;&lt;/strong&gt;The work to develop the CSS framework builds on two years of consultations and input gathered at regional and national meetings.&amp;nbsp; These consultations included a global meeting on TA for CSS held in Bangkok in June 2009.&amp;nbsp; This background work lead to the articulation of CSS in a Global Fund fact sheet and a UNAIDS guide on CSS which was used by many groups in developing Round 8 and 9 proposals.&lt;br /&gt; &lt;br /&gt; The Technical Working Group (TWG) has been charged with developing a framework which among other things distinguishes CSS from HSS and clarifies how CSS fits into the performance measurement system of the Fund.&amp;nbsp;&amp;nbsp; In addition to reviewing several drafts of the CSS framework document the TWG oversaw nine field visits which were designed to help develop a Monitoring and Evaluation framework to be used in measuring CSS work. &amp;nbsp;&lt;/p&gt;
&lt;p&gt;The TWG will take into account feedback from the online forum and the Brighton meeting (March 18-19) to finalize the framework.&lt;strong&gt;&amp;nbsp;&lt;/strong&gt;&lt;/p&gt;

&lt;p class="MsoNormal" style="margin:0cm 0cm 0pt;text-align:justify;"&gt;&lt;span style="font-size:13pt;mso-ansi-language:EN-US;"&gt;&lt;span style="font-family:Times New Roman;"&gt;It would be interesting if you expressed your opinion whether you need&amp;nbsp;a unified all-Ukrainian electronic database of our clients, as well as on the ability of your NGO to deliver services to other vulnerable groups, besides those contained in Global Fund indicators, with which you are working now.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p class="MsoNormal" style="margin:0cm 0cm 0pt;text-indent:26.95pt;text-align:justify;"&gt;&lt;span style="font-size:small;"&gt;&lt;span style="font-family:Times New Roman;"&gt;&lt;span style="mso-spacerun:yes;"&gt;&amp;nbsp;&lt;/span&gt;Исходя, прежде всего, из интересов населения Украины, а особенно наиболее уязвимых к эпидемии ВИЧ/ СПИДа&lt;span style="mso-spacerun:yes;"&gt;&amp;nbsp; &lt;/span&gt;сообществ: &lt;span style="color:black;"&gt;потребителей инъекционных наркотиков&lt;/span&gt;&lt;span style="color:black;mso-ansi-language:UK;"&gt;;&lt;/span&gt;&lt;span style="color:black;"&gt; работников коммерческого секса; ВИЧ-инфицированных; ЛГБТ&lt;/span&gt;; осужденных; лиц, освобожденных из мест лишения свободы; мигрантов и других слоев населения,&lt;span style="mso-spacerun:yes;"&gt;&amp;nbsp; &lt;/span&gt;а также с целью обеспечения эффективности программ профилактики ВИЧ/СПИДа, &lt;/span&gt;&lt;/span&gt;&lt;/p&gt;
&lt;p class="MsoNormal" style="margin:6pt 0cm 0pt;text-indent:26.95pt;text-align:justify;"&gt;&lt;span style="font-size:small;font-family:Times New Roman;"&gt;ВБФ &amp;laquo;Коалиция ВИЧ-сервисных организаций&amp;raquo; (далее Коалиция) выражает обеспокоенность относительно ситуации, сложившейся в сфере ВИЧ-сервиса. &lt;/span&gt;&lt;/p&gt;
&lt;p class="MsoNormal" style="margin:6pt 0cm 0pt;text-indent:26.95pt;text-align:justify;"&gt;&lt;span style="font-size:small;font-family:Times New Roman;"&gt;Существующая практика работы донорских международных и национальных организаций в Украине не дает возможности оценить реальный охват услугами представителей наиболее уязвимых к эпидемии ВИЧ/СПИДа групп населения, и, поэтому, многие из них остаются за пределами сервиса, который им крайне необходим.&lt;/span&gt;&lt;/p&gt;
&lt;p class="MsoNormal" style="margin:6pt 0cm 0pt;text-indent:26.95pt;text-align:justify;"&gt;&lt;span style="font-size:small;font-family:Times New Roman;"&gt;В последнее время, в ВИЧ-секторе Украины ведется острая дискуссия. &lt;span style="mso-spacerun:yes;"&gt;&amp;nbsp;&lt;/span&gt;Основной вопрос, нужен ли независимый мониторинг и контроль за деятельностью проекта Глобального Фонда &amp;laquo;Поддержка профилактики ВИЧ/СПИДа, лечения и ухода для наиболее уязвимых слоев населения в Украине&amp;raquo; (&lt;strong style="mso-bidi-font-weight:normal;"&gt;далее - Проект ГФ&lt;/strong&gt;) Должно ли общество контролировать расходование денег по Проекту ГФ для достижения честных и реалистичных целей в борьбе с эпидемией ВИЧ/СПИДа?&lt;/span&gt;&lt;/p&gt;
&lt;p class="MsoNormal" style="margin:6pt 0cm 0pt;text-indent:26.95pt;text-align:justify;"&gt;&lt;span style="font-size:small;font-family:Times New Roman;"&gt;В этой связи Правление Коалиции считает необходимым ВЫСКАЗАТЬ СВОЮ ПОЗИЦИЮ по данному вопросу.&lt;/span&gt;&lt;/p&gt;
&lt;p class="MsoNormal" style="margin:0cm 0cm 0pt;text-indent:27pt;text-align:justify;"&gt;&lt;span style="font-size:small;font-family:Times New Roman;"&gt;&amp;nbsp;&lt;/span&gt;&lt;/p&gt;
&lt;p class="MsoNormal" style="margin:0cm 0cm 0pt;text-indent:27pt;text-align:justify;"&gt;&lt;span style="font-size:small;font-family:Times New Roman;"&gt;В сфере ВИЧ-сервиса в Украине возникли системные проблемы, на которые нельзя закрывать глаза гражданскому обществу.&lt;/span&gt;&lt;/p&gt;
&lt;p class="MsoNormal" style="margin:0cm 0cm 0pt;text-indent:27pt;text-align:justify;"&gt;&lt;span style="font-size:small;font-family:Times New Roman;"&gt;&amp;nbsp;&lt;/span&gt;&lt;/p&gt;
&lt;p class="MsoNormal" style="margin:0cm 0cm 0pt;text-indent:27pt;text-align:justify;"&gt;&lt;strong style="mso-bidi-font-weight:normal;"&gt;&lt;span style="text-transform:uppercase;"&gt;&lt;span style="font-size:small;"&gt;&lt;span style="font-family:Times New Roman;"&gt;Основные проблемы:&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/strong&gt;&lt;/p&gt;
&lt;p class="MsoNormal" style="margin:0cm 0cm 0pt;text-indent:27pt;text-align:justify;"&gt;&lt;strong style="mso-bidi-font-weight:normal;"&gt;&lt;span style="font-size:small;font-family:Times New Roman;"&gt;&amp;nbsp;&lt;/span&gt;&lt;/strong&gt;&lt;/p&gt;
&lt;p class="MsoNormal" style="margin:0cm 0cm 0pt;text-indent:27pt;text-align:justify;"&gt;&lt;strong style="mso-bidi-font-weight:normal;"&gt;&lt;span style="font-size:small;"&gt;&lt;span style="font-family:Times New Roman;"&gt;1. Невозможность определить реальное влияние на эпидемию мероприятий, осуществляемых в рамках проекта ГФ:&lt;/span&gt;&lt;/span&gt;&lt;/strong&gt;&lt;/p&gt;
&lt;p class="MsoNormal" style="margin:6pt 0cm 0pt;text-indent:26.95pt;text-align:justify;"&gt;&lt;span style="font-size:small;font-family:Times New Roman;"&gt;- Главным критерием оценок результативности и эффективности проектов признается большой объем спорных количественных данных, за которыми теряется конечный качественный результат;&lt;/span&gt;&lt;/p&gt;
&lt;p class="MsoNormal" style="margin:6pt 0cm 0pt;text-indent:26.95pt;text-align:justify;"&gt;&lt;span style="font-size:small;font-family:Times New Roman;"&gt;- Отчетные данные по охвату целевых групп проектными услугами, предоставляемыми неправительственными ВИЧ - сервисными организациями (далее - НПО), не всегда совпадают с альтернативными данными;&lt;/span&gt;&lt;/p&gt;
&lt;p class="MsoNormal" style="margin:6pt 0cm 0pt;text-indent:26.95pt;text-align:justify;"&gt;&lt;span style="font-size:small;font-family:Times New Roman;"&gt;- Региональные НПО вынуждены осуществлять приписки или недостоверно фиксировать степень охвата клиентов во имя обеспечения требуемых основным реципиентом (&lt;strong style="mso-bidi-font-weight:normal;"&gt;далее - ОР&lt;/strong&gt;) индикаторов, становясь, таким образом, де-факто и де-юре участниками мошеннических схем, закрепленных в типовых договорах с основным реципиентом;&lt;/span&gt;&lt;/p&gt;
&lt;p class="MsoNormal" style="margin:6pt 0cm 0pt;text-indent:26.95pt;text-align:justify;"&gt;&lt;span style="font-size:small;"&gt;&lt;span style="font-family:Times New Roman;"&gt;&lt;span style="mso-spacerun:yes;"&gt;&amp;nbsp;&lt;/span&gt;- Отсутствие экспертов, независимых от финансирования ОР, способных провести анализ эффективности проектов, как на региональном, так и на национальном уровне.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;
&lt;p class="MsoNormal" style="margin:0cm 0cm 0pt;text-indent:27pt;text-align:justify;"&gt;&lt;strong style="mso-bidi-font-weight:normal;"&gt;&lt;span style="font-size:small;font-family:Times New Roman;"&gt;&amp;nbsp;&lt;/span&gt;&lt;/strong&gt;&lt;/p&gt;
&lt;p class="MsoNormal" style="margin:0cm 0cm 0pt;text-indent:27pt;text-align:justify;"&gt;&lt;strong style="mso-bidi-font-weight:normal;"&gt;&lt;span style="font-size:small;"&gt;&lt;span style="font-family:Times New Roman;"&gt;2. Незаинтересованность ОР в эффективной работе Национального Совета по вопросам противодействия туберкулезу и ВИЧ/СПИДу (далее НС) в связи с нежеланием реального контроля над своей деятельностью:&lt;/span&gt;&lt;/span&gt;&lt;/strong&gt;&lt;/p&gt;
&lt;p class="MsoNormal" style="margin:6pt 0cm 0pt;text-indent:26.95pt;text-align:justify;"&gt;&lt;span style="font-size:small;font-family:Times New Roman;"&gt;- Сосредоточение стратегического и технического руководства Проектом ГФ в руках ОР при отсутствии надлежащего контроля и работы со стороны НС;&lt;/span&gt;&lt;/p&gt;
&lt;p class="MsoNormal" style="margin:6pt 0cm 0pt;text-indent:26.95pt;text-align:justify;"&gt;&lt;span style="font-size:small;font-family:Times New Roman;"&gt;- Превращение региональных НПО из организаций гражданского общества, представляющие интересы своих целевых групп, в подрядчиков, обслуживающих корпоративные интересы ОР;&lt;/span&gt;&lt;/p&gt;
&lt;p class="MsoNormal" style="margin:6pt 0cm 0pt;text-indent:26.95pt;text-align:justify;"&gt;&lt;span style="font-size:small;font-family:Times New Roman;"&gt;- Отсутствие единой национальной электронной базы данных людей, живущих с ВИЧ; &lt;/span&gt;&lt;/p&gt;
&lt;p class="MsoNormal" style="margin:6pt 0cm 0pt;text-indent:26.95pt;text-align:justify;"&gt;&lt;span style="font-size:small;font-family:Times New Roman;"&gt;- Игнорирование интересов тех уязвимых групп, которые не оговорены в индикаторах Проекта ГФ.&lt;/span&gt;&lt;/p&gt;
&lt;p class="MsoNormal" style="margin:0cm 0cm 0pt;text-indent:27pt;text-align:justify;"&gt;&lt;span style="font-size:small;font-family:Times New Roman;"&gt;&amp;nbsp;&lt;/span&gt;&lt;/p&gt;
&lt;p class="MsoNormal" style="margin:0cm 0cm 0pt;text-indent:27pt;text-align:justify;"&gt;&lt;strong style="mso-bidi-font-weight:normal;"&gt;&lt;span style="font-size:small;"&gt;&lt;span style="font-family:Times New Roman;"&gt;3. Невозможность оперативного пересмотра индикаторов Проекта ГФ в соответствии с изменениями эпидемиологической ситуации в сфере ВИЧ/СПИДа в Украине:&lt;/span&gt;&lt;/span&gt;&lt;/strong&gt;&lt;/p&gt;
&lt;p class="MsoNormal" style="margin:6pt 0cm 0pt;text-indent:26.95pt;text-align:justify;"&gt;&lt;span style="font-size:small;font-family:Times New Roman;"&gt;- Формирование стратегии программ снижения вреда и оценка их эффективности, исходящих из объемов закупок шприцев и презервативов, а не из оценки ситуации на постоянно меняющейся наркосцене того или иного региона;&lt;/span&gt;&lt;/p&gt;
&lt;p class="MsoNormal" style="margin:6pt 0cm 0pt;text-indent:26.95pt;text-align:justify;"&gt;&lt;span style="font-size:small;font-family:Times New Roman;"&gt;- Направленность проектной деятельности не на решение проблем по существу, а на имитацию их решения и формальную организацию проектного процесса, под который выделяются средства;&lt;/span&gt;&lt;/p&gt;
&lt;p class="MsoNormal" style="margin:6pt 0cm 0pt;text-indent:26.95pt;text-align:justify;"&gt;&lt;span style="font-size:small;font-family:Times New Roman;"&gt;- Нежелание ОР прислушиваться к информации, поступающей от организаций- субреципиентов (далее - СР) и исполнителей проектов;&lt;/span&gt;&lt;/p&gt;
&lt;p class="MsoNormal" style="margin:6pt 0cm 0pt;text-indent:26.95pt;text-align:justify;"&gt;&lt;span style="font-size:small;font-family:Times New Roman;"&gt;- Отсутствие площадки для открытой дискуссии между СР и ОР.&lt;/span&gt;&lt;/p&gt;
&lt;p class="MsoNormal" style="margin:0cm 0cm 0pt;text-indent:27pt;text-align:justify;"&gt;&lt;span style="font-size:small;font-family:Times New Roman;"&gt;&amp;nbsp;&lt;/span&gt;&lt;/p&gt;
&lt;p class="MsoNormal" style="margin:0cm 0cm 0pt;text-indent:27pt;text-align:justify;"&gt;&lt;strong style="mso-bidi-font-weight:normal;"&gt;&lt;span style="font-size:small;"&gt;&lt;span style="font-family:Times New Roman;"&gt;4. Неустойчивость и неудовлетворительное качество ВИЧ-сервисов на местном уровне:&lt;/span&gt;&lt;/span&gt;&lt;/strong&gt;&lt;/p&gt;
&lt;p class="MsoNormal" style="margin:6pt 0cm 0pt;text-indent:26.95pt;text-align:justify;"&gt;&lt;span style="font-size:small;font-family:Times New Roman;"&gt;- Текучесть кадров среди социальных&lt;span style="mso-spacerun:yes;"&gt;&amp;nbsp; &lt;/span&gt;и аутрич работников, работающих на местном уровне, вследствие их социальной незащищенности и отсутствия социальных пакетов;&lt;/span&gt;&lt;/p&gt;
&lt;p class="MsoNormal" style="margin:6pt 0cm 0pt;text-indent:26.95pt;text-align:justify;"&gt;&lt;span style="font-size:small;font-family:Times New Roman;"&gt;- Непрозрачность и закрытость мониторингового процесса со стороны ОР и как результат, беззащитность региональных НПО - СР проекта ГФ - перед псевдообъективными решениями уполномоченных сотрудников ОР.&lt;/span&gt;&lt;/p&gt;
&lt;p class="MsoNormal" style="margin:0cm 0cm 0pt;text-indent:27pt;text-align:justify;"&gt;&lt;strong style="mso-bidi-font-weight:normal;"&gt;&lt;span style="font-size:small;font-family:Times New Roman;"&gt;&amp;nbsp;&lt;/span&gt;&lt;/strong&gt;&lt;/p&gt;
&lt;p class="MsoNormal" style="margin:0cm 0cm 0pt;text-indent:27pt;text-align:justify;"&gt;&lt;strong style="mso-bidi-font-weight:normal;"&gt;&lt;span style="font-size:small;"&gt;&lt;span style="font-family:Times New Roman;"&gt;&lt;span style="text-transform:uppercase;"&gt;Исходя из вышеизложенного,&lt;/span&gt; Правление Коалиции ПРЕДЛАГАЕТ следующие изменения, как на государственном уровне, так и в рамках деятельности Коалиции:&lt;/span&gt;&lt;/span&gt;&lt;/strong&gt;&lt;/p&gt;
&lt;p class="MsoNormal" style="margin:0cm 0cm 0pt;text-indent:27pt;text-align:justify;"&gt;&lt;strong style="mso-bidi-font-weight:normal;"&gt;&lt;em style="mso-bidi-font-style:normal;"&gt;&lt;span style="font-size:small;font-family:Times New Roman;"&gt;&amp;nbsp;&lt;/span&gt;&lt;/em&gt;&lt;/strong&gt;&lt;/p&gt;
&lt;p class="MsoNormal" style="margin:0cm 0cm 0pt;text-indent:27pt;text-align:justify;"&gt;&lt;strong style="mso-bidi-font-weight:normal;"&gt;&lt;span style="text-transform:uppercase;"&gt;&lt;span style="font-size:small;"&gt;&lt;span style="font-family:Times New Roman;"&gt;На государственном уровне:&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/strong&gt;&lt;/p&gt;
&lt;p class="MsoNormal" style="margin:0cm 0cm 0pt;text-indent:27pt;text-align:justify;"&gt;&lt;strong style="mso-bidi-font-weight:normal;"&gt;&lt;span style="text-transform:uppercase;mso-ansi-language:EN-US;"&gt;&lt;span style="font-size:small;font-family:Times New Roman;"&gt;&amp;nbsp;&lt;/span&gt;&lt;/span&gt;&lt;/strong&gt;&lt;/p&gt;
&lt;p class="MsoNormal" style="margin:0cm 0cm 0pt;text-indent:27pt;text-align:justify;"&gt;&lt;span style="font-size:small;font-family:Times New Roman;"&gt;1. Создать единую всеукраинскую электронную базу данных людей&lt;span style="mso-spacerun:yes;"&gt;&amp;nbsp; &lt;/span&gt;живущих с ВИЧ и получателей услуг из числа представителей уязвимых групп;&lt;/span&gt;&lt;/p&gt;
&lt;p class="MsoNormal" style="margin:6pt 0cm 0pt;text-indent:26.95pt;text-align:justify;"&gt;&lt;span style="font-size:small;font-family:Times New Roman;"&gt;2. Разработать и внедрить механизм национального контроля, который предусматривает государственный контроль и общественный мониторинг реализации Проекта ГФ с привлечением независимых экспертов для объективной оценки противодействия эпидемии ВИЧ/СПИД;&lt;/span&gt;&lt;/p&gt;
&lt;p class="MsoNormal" style="margin:6pt 0cm 0pt;text-indent:26.95pt;text-align:justify;"&gt;&lt;span style="font-size:small;font-family:Times New Roman;"&gt;3. Пересмотреть индикаторы Проекта ГФ с учетом изменения ситуации на наркосцене и ограниченности ресурсов в стране;&lt;/span&gt;&lt;/p&gt;
&lt;p class="MsoNormal" style="margin:6pt 0cm 0pt;text-indent:26.95pt;text-align:justify;"&gt;&lt;span style="font-size:small;font-family:Times New Roman;"&gt;4. Инициировать пересмотр типовых договоров, заключенных&lt;span style="mso-spacerun:yes;"&gt;&amp;nbsp; &lt;/span&gt;между&lt;span style="mso-spacerun:yes;"&gt;&amp;nbsp; &lt;/span&gt;ОР и СР, и привести их в соответствие с украинским и международным законодательством;&lt;/span&gt;&lt;/p&gt;
&lt;p class="MsoNormal" style="margin:6pt 0cm 0pt;text-indent:26.95pt;text-align:justify;"&gt;&lt;span style="font-size:small;font-family:Times New Roman;"&gt;5. Разработать и внедрить апелляционный механизм как часть процесса внедрения Проекта ГФ в Украине; создать этический комитет при НС во избежание в дальнейшем конфликтных ситуаций между ОР и СР;&lt;/span&gt;&lt;/p&gt;
&lt;p class="MsoNormal" style="margin:6pt 0cm 0pt;text-indent:26.95pt;text-align:justify;"&gt;&lt;span style="font-size:small;font-family:Times New Roman;"&gt;6. Создать профсоюз ВИЧ-сервисных НПО в целях защиты интересов их работников перед работодателями.&lt;/span&gt;&lt;/p&gt;
&lt;p class="MsoNormal" style="margin:0cm 0cm 0pt;text-indent:27pt;text-align:justify;"&gt;&lt;span style="font-size:small;font-family:Times New Roman;"&gt;&amp;nbsp;&lt;/span&gt;&lt;/p&gt;
&lt;p class="MsoNormal" style="margin:0cm 0cm 0pt;text-indent:27pt;text-align:justify;"&gt;&lt;strong style="mso-bidi-font-weight:normal;"&gt;&lt;span style="text-transform:uppercase;"&gt;&lt;span style="font-size:small;"&gt;&lt;span style="font-family:Times New Roman;"&gt;На уровне Коалиции ВИЧ-сервисных организаций:&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/strong&gt;&lt;/p&gt;
&lt;p class="MsoNormal" style="margin:0cm 0cm 0pt;text-indent:27pt;text-align:justify;"&gt;&lt;strong style="mso-bidi-font-weight:normal;"&gt;&lt;span style="text-transform:uppercase;"&gt;&lt;span style="font-size:small;font-family:Times New Roman;"&gt;&amp;nbsp;&lt;/span&gt;&lt;/span&gt;&lt;/strong&gt;&lt;/p&gt;
&lt;p class="MsoNormal" style="margin:0cm 0cm 0pt;text-indent:27pt;text-align:justify;"&gt;&lt;span style="font-size:small;font-family:Times New Roman;"&gt;1. Предложить ВИЧ-сервисным НПО определиться со своей позицией по отношению к Политической позиции Правления Коалиции ВИЧ-сервисных организаций;&lt;/span&gt;&lt;/p&gt;
&lt;p class="MsoNormal" style="margin:6pt 0cm 0pt;text-indent:26.95pt;text-align:justify;"&gt;&lt;span style="font-size:small;font-family:Times New Roman;"&gt;2. Провести ротацию представителя НПО в Национальном Совете по вопросам противодействия туберкулезу и ВИЧ-инфекции/СПИДу с последующим выходом из состава членов НС исполнительного директора Коалиции ВИЧ-сервисных организаций Натальи Подлесной, ввиду невозможности представления интересов политически и принципиально разновекторных НПО;&lt;/span&gt;&lt;/p&gt;
&lt;p class="MsoNormal" style="margin:6pt 0cm 0pt;text-indent:26.95pt;text-align:justify;"&gt;&lt;span style="font-size:small;font-family:Times New Roman;"&gt;3. Коалиция ВИЧ-сервисных организаций объявляет о завершении с июля 2010 года ее деятельности как СР по Проекту ГФ и о решении действовать как независимая организация по принципу &amp;laquo;watch-dog&amp;raquo;, работая с другими проектами и программами на политическом, адвокационном и мониторинговом уровнях.&lt;/span&gt;&lt;/p&gt;
&lt;p class="MsoNormal" style="margin:0cm 0cm 0pt;text-indent:27pt;text-align:justify;"&gt;&lt;span style="font-size:small;font-family:Times New Roman;"&gt;&amp;nbsp;&lt;/span&gt;&lt;/p&gt;
&lt;p class="MsoNormal" style="margin:0cm 0cm 0pt;text-indent:27pt;text-align:justify;"&gt;&lt;span style="font-size:small;font-family:Times New Roman;"&gt;&amp;nbsp;&lt;/span&gt;&lt;/p&gt;
&lt;p class="MsoNormal" style="margin:0cm 0cm 0pt;text-indent:27pt;text-align:justify;"&gt;&lt;span style="font-size:small;font-family:Times New Roman;"&gt;От имени Правления &lt;/span&gt;&lt;/p&gt;

&lt;p class="MsoNormal"&gt;Widespread HIV and AIDS in fishing communities is threatening the fight against the epidemic and making the fisheries industry at crossroads in Uganda. &lt;span&gt;&amp;nbsp;&lt;/span&gt;Please, help out!!!!&lt;br /&gt;&lt;br /&gt;It is an open practice in fishing communities, &amp;ldquo;&lt;em&gt;Fish for sex&lt;/em&gt;&amp;rdquo; relationship and alcoholism is fueling HIV infection and making the management of AIDS in hospitals around lake shore areas in Uganda difficult and beyond the available capacity.&lt;br /&gt;&lt;br /&gt;This is also increasingly exacerbated by complacency and widespread corruption in government institutions responsible for HIV/AIDS programs. The case in point for Uganda, is, since the Global Fund list for grantees were posted by Uganda AIDS commission (UAC) in newspapers some twelve months ago, the funds have never been released to respective NGOs/CSOs -&lt;em&gt;what do you call this&lt;/em&gt;? &amp;ldquo;Corruption or Theft?&amp;rdquo;&lt;br /&gt;&lt;br /&gt;Could responsible players provide any guidance and /or some light-information as to what actually happened regards the Grants!!. This state of affairs is further exacerbated by lack of transparency, indifference and negative attitude of those engaged in HIV/AIDS programming in government departments and/or ministries who are actually responsible for escalating trends of HIV/AIDS epidemic in Uganda and the fisheries subsector in particular!!!.&lt;br /&gt;&lt;br /&gt;This has left the poor, marginalized and underserved fisherfolk unable to access HIV/AIDS related services in a situation where HIV/AIDS prevalence rates are three to five times the national average of 6.7%. It should be noted that HIV/AIDS in fishing communities has reached unmanageable levels-this is a time bomb yet to explode, which can be catastrophic indeed!!. It thus calls for urgent and discrete intervention by all players at all levels.&lt;br /&gt;&lt;br /&gt;Through the &lt;em&gt;fish for sex&lt;/em&gt; procurement process, HIV/AIDS is wiping out families and/or generations and fueling numbers of orphans, widows and households headed by grandmothers, grandfathers and children without a future to talk of!!!&lt;br /&gt;&lt;br /&gt;I write to seek for any formidable redress of this situation before it completely goes out of hand !!!&lt;/p&gt;

I am currently working on tuberculosis in cattle and cattle owners with emphasis on the disease in nomadic pastoralist but my greatest challenge is where to culture my samples because I am interested in species identification. I contacted a private lab but I was not successful, please I need help in this aspect because my work is hanging.&lt;/div&gt;

&lt;p&gt;&lt;font color="#333333" size="3"&gt;Campaign KMO will start in Ghana with Volunteers from all over the world, including professionals from all fields, students etc. Volunteers will receive a training, conducted by VPWA&amp;#8217;s Executive Director, to facilitate cultural understanding and to teach Volunteers how to address each community i.e. community customs, habits, etc. Volunteers will then be divided into two groups (Volunteer Group A &amp;amp; Group B). A Volunteer Team Leader will be assigned for each group of volunteers.&lt;/font&gt;&lt;/p&gt;
&lt;p&gt;&lt;font color="#333333" size="3"&gt;Between 20th August 2009 and September 3rd 2009, Volunteer Group A will travel to the countries east of Ghana i.e. Togo, Benin and Nigeria. Volunteer Group B will travel to the countries West of Ghana i.e. Ivory Coast and Liberia. VPWA partner organizations in these countries, will be awaiting the arrival of VPWA volunteer groups to facilitate any community needs. Each group will: &lt;/font&gt;&lt;/p&gt;
&lt;p&gt;&lt;font color="#333333" size="3"&gt;Conduct community workshops on Malaria by disseminating people-friendly statistical information on the spread of Malaria and providing preventative measures to prevent being infected by the disease&lt;/font&gt;&lt;/p&gt;
&lt;p&gt;&lt;font color="#333333" size="3"&gt;Conduct clean-up training exercises designed to show communities how to prevent and clear water stagnation which is the breeding source of mosquitoes and caused by a) uneven floor b) clogged drains c) poor gradient of gutters and drains. e) rain accumulation f)overflows g)leakages from pipes h)roof gutters chocked with leaves or silt i)misalignment of rainwater downpipes with elbow joint, resulting in blockages. j) Collected water in discarded receptacles.&lt;br /&gt;

&lt;/p&gt;
&lt;p style="margin:0.0px 0.0px 0.0px 0.0px;text-align:justify;font:12.0px Arial;"&gt;&lt;span style="letter-spacing:0.0px;"&gt;&lt;strong&gt;NOTE&lt;/strong&gt; that most hepatitis B virus (HBV) infection in Africa occurs in the age group 0-5 years, from mother to child transmission (risk of transmission ranges from 30 to 90%) and transmission during early childhood, and this results in increased chance of chronicity of up to 90% of such cases, thus perpetuating the high prevalence on the continent. HBV is 100 times and hepatitis C virus (HCV) 10 times more infectious than HIV and both lead to liver cirrhosis and liver cancer, the prognosis of which is very poor, with people dying in their prime of life resulting in loss of valuable human resource and labour force. Liver cancer is the commonest cause of cancer in males and the third cause of cancer in females in many African countries and HBV is responsible for at least 75% of this cancer.&lt;/span&gt;&lt;/p&gt;
&lt;p style="margin:0.0px 0.0px 0.0px 0.0px;text-align:justify;font:12.0px Arial;min-height:14.0px;"&gt;&lt;br /&gt;
&lt;/p&gt;
&lt;p style="margin:0.0px 0.0px 0.0px 0.0px;text-align:justify;font:12.0px Arial;"&gt;&lt;span style="letter-spacing:0.0px;"&gt;&lt;strong&gt;FURTHER NOTE&lt;/strong&gt; that the best intervention for the control of HBV infection is universal HBV immunisation and that some African countries have incorporated this in their National Programme of Immunisation. However, there is need for an aggressive implementation strategy to increase coverage and to prevent future transmission of infection. However, the strategy of immunisation alone will take decades to achieve the control and ultimately the eradication of hepatitis B and its sequelae unless it is combined with treatment and care of those presently infected. At the moment Africa has a very large reservoir of HBV infected people who are at risk of dying prematurely from the complications of HBV and HCV infections and, for women of reproductive age, in transmitting the infection to their children. Treatment of these infections are very expensive, not affordable and not readily available in most African countries;&lt;/span&gt;&lt;/p&gt;
&lt;p style="margin:0.0px 0.0px 0.0px 0.0px;text-align:justify;font:12.0px Arial;min-height:14.0px;"&gt;&lt;br /&gt;
&lt;/p&gt;
&lt;p style="margin:0.0px 0.0px 0.0px 0.0px;text-align:justify;font:12.0px Arial;"&gt;&lt;span style="letter-spacing:0.0px;"&gt;&lt;strong&gt;FURTHER NOTE&lt;/strong&gt; the high prevalence of hepatitis B and C in areas of Africa with violence and displacement of people;&lt;/span&gt;&lt;/p&gt;
&lt;p style="margin:0.0px 0.0px 0.0px 0.0px;text-align:justify;font:12.0px Arial;"&gt;&lt;span style="letter-spacing:0.0px;"&gt;&lt;strong&gt;RECOGNISE&lt;/strong&gt; the leadership of the WHO Regional for Africa in providing direction for cancer prevention and control in Africa (Document AFR/RC58/4 24 June 2008) and that hepatitis B diagnosis, prevention, treatment and care provides a great opportunity to achieve the aims of the AFRO cancer prevention and control strategy;&lt;/span&gt;&lt;/p&gt;
&lt;p style="margin:0.0px 0.0px 0.0px 0.0px;text-align:justify;font:12.0px Arial;min-height:14.0px;"&gt;&lt;br /&gt;
&lt;/p&gt;
&lt;p style="margin:0.0px 0.0px 0.0px 0.0px;text-align:justify;font:12.0px Arial;"&gt;&lt;span style="letter-spacing:0.0px;"&gt;&lt;strong&gt;CONCERNED&lt;/strong&gt; that whereas HBV and HCV are more prevalent and more infectious than HIV, we observe that African governments and the world, in general, have not paid the required attention to the ravages of HBV and HCV infection on the continent. Ministries of health do not have programmes for the diagnosis, prevention, treatment and care of hepatitis B and C in most African countries;&lt;/span&gt;&lt;/p&gt;
&lt;p style="margin:0.0px 0.0px 0.0px 0.0px;text-align:justify;font:12.0px Arial;min-height:14.0px;"&gt;&lt;br /&gt;
&lt;/p&gt;
&lt;p style="margin:0.0px 0.0px 0.0px 0.0px;text-align:justify;font:12.0px Arial;"&gt;&lt;span style="letter-spacing:0.0px;"&gt;&lt;strong&gt;FURTHER CONCERNED&lt;/strong&gt; that the drugs for the treatment of chronic hepatitis B and C, even in cases where the same drugs are used to treat HIV/AIDS, are far more costly than antiretroviral drugs and far more difficult to obtain their generic formulations;&lt;/span&gt;&lt;/p&gt;
&lt;p style="margin:0.0px 0.0px 0.0px 0.0px;text-align:justify;font:12.0px Arial;min-height:14.0px;"&gt;&lt;br /&gt;
&lt;/p&gt;
&lt;p style="margin:0.0px 0.0px 0.0px 0.0px;text-align:justify;font:12.0px Arial;"&gt;&lt;span style="letter-spacing:0.0px;"&gt;&lt;strong&gt;ALARMED&lt;/strong&gt; by the persistently high levels of infection of hepatitis B and C on the African continent (life time risk of infection &amp;gt;60%), high levels of childhood infection, maternal to child transmission of infection, high prevalence of chronic hepatitis B and C infections (&amp;gt;8%), high morbidity, mortality and disability due to these preventable and curable conditions;&lt;/span&gt;&lt;/p&gt;
&lt;p style="margin:0.0px 0.0px 0.0px 0.0px;text-align:justify;font:12.0px Arial;min-height:14.0px;"&gt;&lt;br /&gt;
&lt;/p&gt;
&lt;p style="margin:0.0px 0.0px 0.0px 0.0px;text-align:justify;font:12.0px Arial;"&gt;&lt;span style="letter-spacing:0.0px;"&gt;&lt;strong&gt;FURTHER ALARMED&lt;/strong&gt; by the high prevalence of cirrhosis, liver failure and liver cancer resulting from hepatitis B and C infections in young adults&amp;#160; in their productive age on the African continent;&lt;/span&gt;&lt;/p&gt;
&lt;p style="margin:0.0px 0.0px 0.0px 0.0px;text-align:justify;font:12.0px Arial;min-height:14.0px;"&gt;&lt;br /&gt;
&lt;/p&gt;
&lt;p style="margin:0.0px 0.0px 0.0px 0.0px;text-align:justify;font:12.0px Arial;"&gt;&lt;span style="letter-spacing:0.0px;"&gt;&lt;strong&gt;CONVINCED &lt;/strong&gt;that the MDGs and the Vision and Mission of the African Union and the objectives of the New Partnership for Africa&amp;#8217;s Development (NEPAD) on our continent cannot be achieved without urgent and concerted effort at controlling&amp;#160; hepatitis B &amp;amp; C infections in the African continent;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin:0.0px 0.0px 0.0px 0.0px;text-align:justify;font:12.0px Arial;"&gt;&lt;span style="letter-spacing:0.0px;"&gt;Make efforts to reduce the costs of medicines for the diagnosis, prevention and treatment of hepatitis B and C by waiving taxes and other charges on them and ensuring their populations have access to low cost but effective medicines;&lt;/span&gt;&lt;/p&gt;

It works. communities can be mobilised to do the job. Problem is money has spoilt every one. No more self-help drives. It may also not be fair to expect governments to do everything. I remember when most African countries got their independence in the early 60s the basic public health measure were applied which was to fight the mosquitoes anywhere they can be found insecticides were used either by plane, my vehicle, foot or motorbike even in the remote areas.&amp;nbsp; But&amp;nbsp;few years down the&amp;nbsp;line, because of all the problems we all know created mainly by the politicians, we are all waiting for the Western to fight Malaria for us, all the strains are now resistant to most of the molecules and as you mentioned the net is not the solution because Mosquitoes can be found everywhere. Sometimes the simplest method can be more efficient.&lt;/font&gt;

Central to the Global Fund&amp;#39;s  commitment to local ow&lt;span style="color:black;"&gt;nership,  multi-stakeholder representation, and participatory decision-making, is the  I-CCM membership pattern. The &lt;strong&gt;&lt;span style="font-weight:bold;"&gt;Civil Society  Organisation (CSO)&lt;/span&gt;&lt;/strong&gt; &lt;strong&gt;&lt;span style="font-weight:bold;"&gt;Constituency&lt;/span&gt;&lt;/strong&gt; in the I-CCM is a  &lt;/span&gt;representation of the organisations working for people living with  or affected by the three diseases, namely, HIV, Tuberculosis and Malaria. I Fenna&amp;#39;s contributions give me the courage to write and say what is happening exactly under my nose, but failing to disscuss or share with anyone.&lt;/div&gt;
&lt;div&gt;In Zimbabwe we receive GF funds for round 5 it has never been implemented. I work in a National TB&amp;nbsp;Reference Laboratory&amp;nbsp; where almost most al the laboratory activities should be. But since 2005 there was no personel&amp;nbsp;recruited&amp;nbsp; for the GF&amp;nbsp;post but after 3 years since we were awarded the funds they have recruited personel who can not perform any&amp;nbsp; TB smear microscopy . TB culture, drug susceptibility test, including quality assurance but are to be sent&amp;nbsp; now outside the country to do the training.&amp;nbsp;&amp;nbsp;Is it not that you&amp;nbsp;recruit those who will implement the program and have reports&amp;nbsp;done for what you have implemmented in between intervals. &lt;/div&gt;
&lt;div&gt;These are some of the abnomalities that are required for the ccm to monitor and see whether in recruiting to implement the program the correct staff has been in place. If they know the have applied for funding as they is a lot of nepotism and corruption they should send these have people in place before they start implementation. In my country the TB program is at standstill as there is a lot of nepotism and political inteference including nepotism, corruption and no fairness and no transparency in conducting the implementation of the program. SP also do not they roll and they have not implemented anything. We are in a crisis. I am seriously outraged in stopping TB but I am now a spectator failing to do anything as the political interference is in its highest. &lt;/div&gt;
